A three-month old number was there, in company with other antiquated volumes of magazine- literature, tho contents of which myself and others havo now quite learnt by heart in the patient hours and weeks of awaiting tho arrival (and sub-sc-quent appearance)' of later editions. Someone suggests that theso later arrivals are being perused by tho various subscribers to tho Public Library, hence tho reason of so long a delay and why so many others who are contributing to tho Library-ltato must await their appearanco in tho Public Heading Room, whero in a weok hundreds could poruso them— not a limited few, who thus secure special favours at the public expense. If it were a private circulating library, no one could complain. I should have thought that tho reasonable requirements of the Public Heading lloom should havo received prior attention, considering tho largo number of persons who benefit by attending that institution.
