SIR W. V. HARCOURT.

Sir William Harcourt's resignation is generally considered to be final, and is attributed to the movement in fayor of recalling Lord fiosebery, (Received December 15,10.40 p.m.) Loxnox, December 14.
The Manchester Guardian, in commenting on the retirement of Sir William linrcourt, says that he will be able lo dictate his own terms.
Sir Edward Grey, M.P, {or Ber-wick-on-Tweed—who was Parliamentary Secretary to the Foreign Office in Mr Gladstone's last Government—in the course of an address at North Shields, said that unless the Liberal Party was unanimous it had better leave the question of selecting another leader in abeyance,
