(Received December 15,1030 p.m.) Loxuox, December 15, The Jkihj News states that Russia has induced China to withhold payment of the war indemnity, thus rendering Japan unable to pay for several new warships, which Russia has now secured. (Received December 15,11.30 a.m.! Vibxxa, December 15. It is reported here that serious negotiations nro proceeding between Russia and Great Britain with regard to arriving at a mote tivetidi in respect to China.

The Dowager-Empress of China with the Emperor in attendance, received the wives of the foreign diplomatists at Pekiu. Lady Macdonnld read an English address conveying birthday congratulations to the Dowager.
