LAND TAX APPEALS.
(From Hansard). Tho Hon G. M. Watcrhousc stated that ho believed lie was correct in saying that in England such a thing as an appeal against a valuation was almost unknown. He whs a pretty attentive reader of English newspapers, and lie could not remember mae case recorded in England in iv*/ Appeals were brought against valnaticWKnd he believed this was due to tho faefflmt in England it was tho rulo to keep the valuations considerably within the nominal value of the property, so as to cover all contingencies to which the owner might be liable. In America the system of under valuation was carried to a still greater extreme. The valuations there only amounted to one-third or onehalf. In travelling through America and Canada he found on inquiry that the valuations both in Canada and in the / United States were only one-third to one- " half of the real value: so that under these circumstances there was no necessity for appeal; but here the valuations had been so excessive that appeals had been frequent He believed he was justified in saying that the valuations under tho Land Tax Act in Wellington had exceeded, by 50 per cent, the selling value of the properties.
