In America the system of under valuation was carried to a still greater extreme. The valuations there only amounted to one-third or onehalf. In travelling through America and Canada he found on inquiry that the valuations both in Canada and in the / United States were only one-third to one- " half of the real value: so that under these circumstances there was no necessity for appeal; but here the valuations had been so excessive that appeals had been frequent He believed he was justified in saying that the valuations under tho Land Tax Act in Wellington had exceeded, by 50 per cent, the selling value of the properties.
