A representative of Newly introduced a resolution providing fer a conference of all the American Republics to plan concerted action to protect neutral rights against the aggression of any European belligerents. PRESIDENT WILSON’S MESSAGE. FRIENDS NEEDED IN CENTRAL AMERICA. President Wilson in a letter to Senator Stone urging the ratification of the Columbian Treaty, says, “We need now, and will possibly need very much more in the immediate future, all the friends attached to ns in Central America, where there are so many of our most critical interests.” THE YARROWDALE’S PRISONERS. Tho submarine continued shelling while the crow, including two Americans, were leaving. FURTHER, PRECAUTIONS. The War Department announces that a net sixty feet deep encloses the Hampton Roads. In the Honso of Commons, Mr J. F. Hope stated that the Turks had taken prisoner '827 British officers and 1653 men; thirteen of the Dominion’s officers and 140 men; 195 officers and 8573 mein of the Indian Army; while seventeen Turkish officers, 1388 men, and 4379 Indians who fought against tho Turks aro missing. . WEST PERTHSHIRE SEAT. COALITIONIST RETURNED. Colonel Stirling Koer, Coalitionist, has been returned unopposed for West Perthshire.
