There are thousands ofneres • f aurifernns country in Westland that will pay well to work if easy access and abundant water ,ar« provided, and every well-wisher of the County should give his help to obtain !>uch, Tbe County Council have led the way, and, should their eft'o: ts be frustrated, the people must express themselves unmistakably and " compel attention to. their wants, Westlaud, almost free of
debt, with her lands unsold, an enormous goliiiield almost untouched, and a revenue ! superior to most of the Provinces, asks to ! be allowed to borrow half the cost of certain works. The loans to be secured by those works, which shall have every pos- ' Bible guarantee of their reproductiveness ; fir.-t, yi a share list equal to half the, cost ; secondly,, in one- fourth of' that 'capital being lodged in the bank, not to be withdrawn without the signature of a Government official ; thirdly, in the approval of a Scientific Commission and of the ! County Council ; and T lastly, iv the ap- : piopriation of all the nett resources of such wo! ks to the repayment of their respective loans until the debt is extinguished. Surely such terms should have the approval of any Government haying the welfare of the Colony at heart, and Westland had the opportunity of proving that money makes money. . Jfou have suggested that labor could be given instead of cash, and if you can show clearly to the miner? in what way they can give theirs, j you will, I believe, utilise :i vast amount i "that is now wanted. As a rule, they shun. large companies, and most of the races now before the public are too large for '<&>- - operative parties.
