TRUMAN WANTS CIVIL DEFENCE PLACED ON A GOOD FOOTING
WASHINGTON, Nov. 30 (Reed. 10.20pm).—President Truman today asked Congress to provide for a high level civilian defence administrator to have unparalleled powers in the event of enemy attack. He sent Congress a special Bill, prepared by the National Security Resources Board. The Bill would assign all civil defence to a civil administrator responsible only to the President. The administrator would have power, in advance of an enemy attack, to grant Federal money aid to States to co-otGi-nate civil defence activities of such Government departments and agencies as the Defence Department and Atomic Energy Commission and establish a United States Ci'vil Defence Corps.
