Public Service Promotions Dopend On Competence
The Public Service Commission has ! supplied lhe following statement:— j “in a recent editorial on lhe Public I Service, the “Chronicle” dealt anpre- ’ datively with lhe Commission's latest. 1 report, and in particular commended I the fact that contrary to a common . belief- promotion in the service do-• pends on merit and efficiency rather I than on seniority. But it was suggest- 1 cd that too much stress might still , be laid on examinations. 1 “The Commission agrees that this ; is a danger to be avoided. They agree | that efficient performance of duties. 1 and not better qualifications, should count most. This is recognised and I applied in the Comm ss'on’s promo- 1 (ion policy. “At the same time it is recognised j also that good officers can become better as a result of continued study. : Officers are encouraged to improve ; themselves accordingly. Generous con- | ditions, including leave for the purpose of study, are provided in encouraging further education. Vet the way I to advancement is competence and | not either seniority, age, or examina- 1 lion qualifications.”
