FREAK DOWNPOUR FLOODS GALVESTON, TEXAS

NEW YORK, June 3 (Recd. 6 pm). —A freak downpour of 13 inches of rain in less than nine hours early today flooded Galveston,, Texas. Storm sewers were unable to carry off the water, which surged into the ground floors of buildings in the business section and residential districts. Water, in parts, was several feet deep in the city, which is built on flat ground. Water halted all the city bus services and private traffic.
