Following a communication from the New Zealand Referees’ Association it was decided to circularise the unions that it was wrong for a hooker to pack down in the scrum with his feet crossed, and that a trip is only with the foot and that ankle tapping is legal. The council is to meet in Wellington early in August to confer with Mr. E. Watts Moses, representative of the International Board and a past president of the English Rugby Union. A representative of the Australian Union is to be invited to the conference.
