(From William Parrott, an N-Z.P.A-Reuter Correspondent in Hong Kong). The Communist authorities in Canton have introduced regulations seriously restricting the freedom movement of residents. Pro-communist reports reaching here indicate that similar regulations are being introduced in other parts of South China.

The reports state that all Chinese residents of Canton are required to legister with the Security Police Bureau giving their addresses and full details of themselves and families. All subsequent changes in the complement of families, including births and deaths, must be notified.

Anyone moving from one house to another must advise the Security Police, who will issue a removal licence. Approval from the Security Police must be obtained before a family may move from one part of Canton to another. This authority, together with an exit permit, must be secured where a family intends leaving Canton for some other place.

Newcomers to Canton must produce an exit or travelling permit or some other document from their place of origin and apply for a Canton residence permit.

Residents of Canton wishing to stay temporarily with friends in another part of the city must first obtain the Security Police Bureau’s permission. The regulations place the responsibility on the chiefs of each “Wzchia” or group of 10 families to see that the registration formalities are complied with. They also authorise the Security Police’to enter any home for the purpose of checking registrations. Irregularities in registration will be severely punished. , The authorities state that foreign residents will come under separate regulations.
