Military Aid: Will It Be Before Invasion? LONDON, July 22 (Rec. 7 p.m.)— “The Times” Paris correspondent says the National Assembly today begins a two-day debate on the ratification of the Atlantic Pact. Its outcome is beyond doubt, for only the Communists and their fellow travellers will vote against it . The debate will, however, reveal some of the French fears and expectations about prospects for peace and war in Western Europe. One point of real anxiety in the French attitude is the question of military aid—its quantity and its timing. “Before or after invasion?” is the understandingly cynical question on many French lips The Foreign Minister. Mr Schuman, evidently had this in mind yesterday when he declared that for France the promise of military aid was the logical outcome of the ratification of the Pact.
