SYDNEY, May 2 (8 5 pm). —The New South Wales State Cabinet today proclaimed a state of emergency under the Gas and Electricity Act and appointed Mr. H. G. Conde as Emergency Electricity Commissioner,” with full power to act to meet the desperate situation which now faces us.”
