••••••ee•••• TOTALISATOR AGENCY SCHEME SUCCESSFUL IN ENGLAND The successful operation of Tote Investors Ltd. in England during the past 30 years is clear evidence that the off-course betting scheme recommended by the Royal Commission will be an undoubted success in this country. Tote Investors Ltd. operate on a somewhat similar principle to the New Zealand proposal and progressively efficient working has enabled off-course investments to be accepted to within a few minutes of the closing of the Totalisator on the racecourse. Once the New Zealand Scheme is efficiently operating, the closing time for investments at local ‘tote’ offices before a race is due to start, will be progressively reduced. How N.Z. Plan will work. Totalisator offices or agencies with which bets may be placed will be established throughout the Dominion. Districts will be defined and in each there will be a central office to collate the bets placed with the agencies in its district and to transmit the totals to Head Office in Wellington. Totalisator offices will be open prior to and on the day of the race meeting and the person desiring to bet by telephone will merely have to deposit cash in advance to cover his likely requirements. He may, of course, also bet against winnings. Alternatively, he may invest by post or call at the office and buy his ticket. Features of the Proposal. 1. Full Totalisator Dividends as paid on the racecourse. 2. A Doubles Totalisator paying full doubles dividends. 3. Publication of Dividends. 4. Properly regulated and controlled off-course betting, directed from illegal to legal channels for the benefit of the public and the sport. It is important that there should always be respect for the law. As the Royal Commission found that a large volume of off-course betting is inevitable, it is surely better to legally control it, rather than drive it underground to the illegal bookmaker.
