TOKIO, Nov. 1 (Rec. 11pm).—General MacArthur’s headquarters has given permission to Japanese meteorological experts to accompany the third Japanese whaling expedition, leaving next week. Observers have been instructed to .comply with technical Instructions furnished by the American weather group in Japan. It was stated that a consolidated report of all observations will he required to be submitted to General MacArthur within 60 days after the return.
