INDIA AND PAKISTAN CALLED ON TO HALT THE “WAR” AT KASHMIR

Recd. 8.5 p.m. New York, Jan. 17 The Security Council today called on India and Pakistan “to take immediately all measures” to halt the war in Kashmir. At the Council’?, suggestion, representatives of both countries agreed to consult over the week-end ,on terms for a settlement of some of the Issues. The Council’s move followed the conclusion of the si-hour reply by the Pakistan Foreign Minister, Sir Zafrullah Khan ,to India’s charges that Pakistan had tried to coerce Kashmir into joining it, and that Pakistan acquiesced in the invasion of Kashmir by tribesmen. Sir Zafrullah Khan indicated that Pakistan would favour a United Nations police force in Kashmir. Russia and Ukraine abstained from voting on the Council’s resolution, Mr. Gromyko saying it would be ineffective. In a record-breaking speech of 190 minutes, Sir Zafrullah Khan outlined Pakistan’s case on the Kashmir issue. His effort beat Mr. Vyshynsky’s record by more than one hour. He re-

viewed the hisfoty of the “recent tragic events” in the Punjab, which he said was an “organised campaign of genocide,” and claimed that the responsibility of the Indian Government in these though indirect, could not be denied. Khan said that on October ,27 “the so-called accession to IndiA took place and the following day airborne Indian troops were landed in Kashmir. The Indian Government had given Pakistan no intimation of the intention to land troops, and no opportunity for discussion. He added that reports continued to be received of atrocities and raids into West Pakistan from Kashmir territory.
