Washington, Feb. 22. The State Department has instructed the United States Consul in Java to warn the captain of the American merchant ship Martin Behrman against persisting in attempted violation of Dutch regulations governing the purchasing of cargoes in ports held by Javanese “insurgents.” The State Department acted after the Netherlands Indies Government informed Washington that Dutch warships would continue to blockade the Javanese ports to prevent shipment of rubber, sugar and cinchona bark produced on estates seized from Dutch landlords.
