SCHEME THIRTEEN LABOUR DECLINE IN EXPENDITURE A further decline in the number of men employed under Scheme 13 (unemployment relief) in Wa’nganui was disclosed by the city engineer (Mr. Row) in his report. “The number of men employed under No. 13 Scheme averaged 47, or seven less than the previous year’s average," Mr. Row stated. “Of these men an average of 37 has been under the direct control of the council, the balance having been employed by the Hospital Board, Agricultural Department, or other outside organisation. In all cases the wages have been paid by the council on behalf of the Social Security Department." Total wages paid out by the council on behalf of the department was £13,692, a reduction of £l6O on the orevious year. An analysis of the year’s total is:— £. Relief was £305, made up of £255 in subsidised wages and £5O for tools, transport and materials, Mr. Row added.
