Rood. 6 p.m. Shanghai, Dec. 17 Vigorously protesting against the Chinese arrest of a Frenchman, Roland Sarley, formerly director of the French municipal police in Shanghai, as an alleged collaborator, the French Consulate said that France has not yet formally relinquished extra-terri-torial rights in China and described the arrest as a flagrant violation of international treaties binding France and China.
