FRANCO’S DECREE
SPAIN FEARS REVOLT Recd. 11 p.m. Madrid. March 17. General Franco has issued a decree making all persons instigating, supoorting or favouring an armed revolt against the Government or Government institutions subject Io a military trial with the death penalty. The decre also applies to rumour-mongers and those possessing firearms without a licence.
