ATTEMPT AT REMOVAL Washington, March 9. President Roosevelt sent a message to Congress requesting early consideration of legislation enabling Puerto Rico to elect its own governor. At present the President appoints the Governor subject to Senate confirmaion. The Associated Press says that Congress members have been strongly critical of the administration of Puerto Rico. Bills to remove Governor Tugwell, the present incumbent, have been introduced in the Senate. The United Press says that, because of his efforts to improve the farmers’ social conditions, critics accused Governor Tugwell of attempting to establish a Communistic state
