GERMAN QUIBBLES
UNSHACKLING PRISONERS (Recd. 6.30 p.m.) London, Jan. 2. Berlin radio, quoting the Wilhelmstrasse, said the question of unshackling war prisoners was still under diplomatic negotiations and it was not yet possible to issue details of the German Note to Britain.
The fundamental question is that effective guarantees shall be given that orders such as the British issued shall not be repeated.
