REPUBLICS IN SOUTH AMERICA (Recd. 9.5) Buenos Aires, March 19. Argentina will not participate in inter-American convoys and her ships will continue to sail fully illuminated so as to be indentifiable at any time. The Chilean Government also is sending a Note to the United States declaring that Chilean ships will not sail at night without lights, but the Minister of Defence, Senor Juvenal Herandez, announced that Chilean ships, in order to avoid serving as guides to submarines, will not leave or enter ports at night time. The Chilean freighter Tolten was torpedoed while sailing with lights blacked out in compliance with the United States request. The master blamed this circumstance for the sinking. Axis diplomats have since expressed regret for the sinking of the Tolten.
