Mr. Roosevelt's powers include authority to: — Establish a censorship over all foreign communications. Redistribute Governmental and administrative functions. Permit defence contracts without competitive bidding. Control and utilise for the nation alien property in the United Stales, which is valued at approximately 7,000,000.000 dollars. This differs from the House of Representatives Bill passed on Wednesday, restricting military service from 21 to 44 years.
