I When Ihe debate on the committee's report was resumed, the actingPrime Minister (Hon. W. Nash) sail that if there was any possibility of a bargain being broken he thought Mr. J. W. Munro should agree to take the measure back. Mr. Munro (Gov.. Dunedin North) said he did not think the committee should kill a local Bill. He was not prepared to take the responsibility. In l.is opinion the bargain made in 1913 was an unmoral concession to the counties. Should it last for ever like the laws of the Medes and the Persians? he asked.
