NO WAR MATERIALS FOR BELLIGERENTS Received Feb. 8, 6.45 p.m. RIO DE JANEIRO, Feb. 7. The Prime Minister of Brazil, Dr. G. D. Vargas, has decreed a system of prior export permits for basic Brazilian products and materials. This ties up with neutrality precautions, including the prevention of shipment of war materials to belligerents, such as cotton to Germany, via Japan and Russia. A decree is also issued suppressing all foreign language newspapers and magazines, which are given six months to adopt Portuguese exclusively, otherwise their licences will be cancelled.
