QUESTION OF FOOD FOR NAZI VICTIMS FORMER PRESIDENT URGES PROMPT ACTION LONDON, Aug. 13. The question of supplying food for populations under Nazi rule is being argued on both sides in the United States. Mr. Herbert Hoover, the former President, declared that prompt action is necessary to prevent wholesale starvation. On the other hand, the New York Herald-Tribune points out that Germany is trying to exploit the humanitarian feelings in America in the hope of weakening the British blockade. The newspaper says that Dr. Goebr-e*s' men have not an easy task, for they are in the embarrassing position of having to prove how successfully Nazi Germany is dealing with the situation while at the same time playing up the sufferings of, the victim peoples. If Germany’s iron rule imposes suffering, it will not be America's fault; it will be the fault of those who loosed the vxir upon the world.
