EMPIRE AIR-TRAINING SCHEME FIRST FLIERS ARRIVING IN CANADA. Received April 25, 6.35 p.m. NEW YORK, April 23. The New York Times Ottawa correspondent says that the Commonwealth air-traming scheme enters a new stage on April 24 with the arrival ot the first groups of overseas fliers to start the course at Eglington. Efforts previously have been concentrated on training instructors and ground crews to staff the 115 establishments. The defence department has announced a more efficient reorganisation, involving the creation of four training commands —Toronto, Winnipeg, Montreal and Regina—each selfcontained, instead of two commands in the four areas.
