VOTERS’ QUALIFICATIONS NAMES ON THE ROLL It was explained by the city returning officer, Mr. C. R. White, last night, that a misconception apparently exists as to who will be entitled to vote at the by-election to-morrow to fill two extraordinary vacancies on the City Council.. “It is quite wrong to assume that the franchise is available only to ratepayers or property owners who have a ratepayer’s qualification,” said Mr. White. “People who have a residential qualification, or are occupiers, are entitled to vote. The wife of a man who has any one of the necessary qualifications can vote, too, but it is important to note cnat they must both have their names on the roll. Those who are qualified as electors to-morrow have their names on the municipal roll. It is not merely a ratepayers’ election.”
