ITALIAN EMPIRE IN AFRICA Received Jan. 19. 11.50 p.m. ROME, Jan. 19. Signor Mussolini, in a speech, said that the Italian empire in Africa had passed through the phase of dependance on the mother country and must, become self-sufficient as a prelude to contributing to Italy’s material resources.
