COMMANDER-IN-CHIEF OF THE FRENCH NAVY [ British Official Wireless ] RUGBY, Dec. 21. Admiral Francois D’Arlan, Com-mander-in-Chief of the French Navy, arrived in England yesterday and was received in audience by the King at Buckingham Palace to-day. The British Foreign Secretary, Lord Halifax, was also received in audience by the King at Buckingham Palace this afternoon.
