The Brussels correspondent of the Daily Express says that M. van Zeeland is negotiating a £20,000,000 loan to Spain on behalf of the Mendelsohn Bank o£ Amsterdam and Lazard’s, an international banking firm, who are demanding General Franco's assurance that he will not join a military pact with Germany, and in the case of war Spain will be neutral.
