The Daily Herald alleges that Mr. Montagu Norman, Governor of the Bank of England, went to Berlin because of a threat by Germany to force a crisis among a group of private British banks by repudiating the £40,000,000 short-term loans owing by Germany unless Dr. Schacht’s refugee plan was supported. The newspaper adds that Mr. Norman will probably try to launch a deal for assisting the German export trade with the ostensible object of helping the Jews to emigrate.
