Royal Commission inquiring into the joint British and Canadian contract for the Toronto manufacture of Bren guns decided to call the Minister of Defence, Mr. lan Mackenzie, after General La Fleche, of the Militia Department, and a deputy Minister, testified that

the Prime Minister had been opposed to the Canadian manufacture of British munitions, vetoing cables to the War Office, but Major Hahn, promoter of the company later securing the contract, had appeared in London with a letter from Mr. Mackenzie. A m gazine article by Colonel J. Andrew, Conservative organiser, alleged that the contract had been secured by a dummy company with Major Hahn as president and the remainder of the directors stenographers, and clerks. The inquiry followed.
