McGregor, who also represents that district on the Wanganui County Council, moved that the system ot raling in the county be (hanged from the capital value basis to that or. unimproved value. He contended that the rate would be lighter for all concerned under the system he proposed. Messrs A. H. Collins (who is also chairman of the county) and Mr. T.
