LOWER RATES [ British Official Wirelees.] RUGBY, Dec. 17. The total amount applied for in tenders for £50,000,000 Treasury Bills was £76,744,000. The average rate per cent, for bills at three months was 13s 9.17 d, as against 15s 8.91 d a week ago.
