Apprehension is mounting in army and Government circles that if Colonel Hashimoto is not punished to the same degree as Rear-Admiral Mitsunami, all the foreign Governments will feel that the heads of the Japanese Army no longer are responsible, and will follow Mr Roosevelt’s example and address all protests to the Emperor.
