SURGICAL HELP IN CHINA URGENT APPEAL TO NEW ZEALAND f Per Press Association. ] WELLINGTON, Oct. 13. An urgent appeal has reached the New Zealand Red Cross from the International Red Cross committee, asking that as quickly as possible surgeons, surgical instruments and accessories from New Zealand be sent to the Nanking Red Cross. “There is a desperate need for surgical help,” Mrs. T. H. Lowry, Dominion president of the New Zealand Red Cross Society, said to-day. The heads of the society are in consultation regarding the action to be taken and a statement will be issued shortly. USE OF DRUGS JAPANESE OFFENSIVE ON CHINA. Received Oct. 13, 11.5 p.m. LONDON, Oct. 13. Bombings have distracted the attention of the world from a deliberate Japanese attempt to demoralise the Chinese by means of drugs. The Japanese-controlled regions in China and Manchukuo, which are the chief source of heroin, morphine and opium, have attained this unsavoury prominence with the knowledge and often the protection of the Japanese authorities. The inadequacy of penalties applied by Japan to Japanese nationals in China has paralysed the efforts of the Chinese to repress the illicit traffic.
