POLICE EFFECT ARREST

Received Nov. 8, 7.35 p.m. WASHINGTON, Nov. 7. Federal police announced the arrest of John Hoepel, California representative in the last Congress, and his son, who have been fugitives since October 25, after their conviction on December 13, 1935, on a charge of conspiring to sell an appointment at West Point military college.
