BLACK OUT IN PARIS REALISTIC SCENES PARIS, Oct. 16. The city was blacked out for two hours when the most comprehensive air raid defence measures anywhere since the war were fully tested. Seventy sirens screamed the warning of an air raid and 2130 lights were extinguished. Trafiic came to a standstill and the people rushed to shelters. Gas-mask exercises were carried out. Ambulances appeared rendering first aid to supposed victims. The 'planes dropped flares in lieu of bombs. DEFIANCE OF ORDERS PROSECUTION FOR BREACHES Received Oct. 18, 7.5 p.m. PARIS, Oct. 17. Eleven were arrested and charged with distributing protest pamphlets during the air raid rehearsal on October 16. There were 458 prosecutions for violation of the “black-out” order.
