BILL BEFORE UPPER HOUSE SUPPORT FOR MEASURE [Per Press Association) WELLINGTON, Oct. 14. The Legislative Council met at 2.30 p.m. The Railways Authorisation Bill was received from the House. On the second reading debate members generally supported the Bill, pointing out that it was better to spend money altering existing lines where alteration was needed than by constructing new lines which might not be paying propositions. The Bill was read a second time and the Council adjourned at 3.30 p.m.
