ENGLAND TO NEW ZEALAND PLANS BEING FINALISED Received Oct. 14, 11.33 p.m. CANBERRA, Oct. 14. The Sun representative says that an agreement has been reached on all major issues for the England-Austra-lia flying-boat air-mail service, and the contracts are now being prepared for ratification by the British and Commonwealth Governments. An important concession to Australia is that Britain has accepted the proposal for the retention of the surcharge of sixpence on all outward mails from Australia. The surcharge will decrease to the ordinary company rate as the volume of mail increases. Australia will have full control of the Sydney-Singapore section of the Empire route. It is believed that New Zealand’s participation in the Empire service is . now certain and details of the Australia’s share in the trans-Tasman link are now being worked out by the authorities here and in the Dominion.
