'"pHAT Germany and Italy have agreed to refrain from selling arms either to the Spanish Government or to the rebels, admits of a cynical interpretation, namely that the money for the purchase of arms is not forthcoming from either side. There is an even more cynical view, and that is that these two countries believe that sufficient clandestine trade will be available 1o them in any ease. This may be an injustice to both Italy and Germany, but it is tenable on the face of things. Italian help has been available to the rebels, particularly in the latter’s efforts in Morocco, while the Nazi espionage activities have not been carried out only for exercise. The two countries who have so tardily acceded to the general request for the enforcement of a non-intervention policy have been, and probably still are. the most closely in touch with events in Spain, and their eventual decision should indicate that the rebel cause is on the
