ROAD, RAIL AND AIR MINISTER AS FINAL AUTHORITY ' BILL BEFORE PARLIAMENT I Per Press Association ] WELLINGTON, May 12. The Transport Bill was read a first time in the House of Representatives to-night. After a brief discussion Hon. K. Semple explained that the most important fact in the legislation would be that the Minister of Transport would become the final authority on all road and air service licences. With the elimination of lhe Railway Board that would mean that control of road, rail and air services would be in the hands of Cabinet. The Bill abolished the Transport Co ordination Board and transferred it' powers to the Minister of Transport. Provision also was made for a reduction of the personnel of the licensing authorities from three members to one. He said it was intended to take lhe second reading next Tuesday so ’.that members would have an opportunity to study its provisions and make representations to the Minister. The alteration of licensing authori- | ties from 28 to 4 wculd save the Doj minion £6OOO or £7OOO a year in adI ministration costs. Mr. W. J. Polson (Opp.. Stratford) thought the Minister was taking a tremendous responsibility on his shoulders in becoming the final Court of Appeal. He thought The public had some right to a say in the control of transport. The Bill would eliminate any right the public had.
