SETTLEMENT OF GRIEVANCES. DOCUMENT TO SHOW CHANCES AFFORDED. LONDON, April 7. A White Paper of ninety pages will be issued to-morrow disclosing the Opportunities Britain has offered Germany in the last few months for settling her grievances diplomatically instead of by a fait accompli. A Paris message states that the French reply to Herr Hitler’s peace plan will be issued to the Press to-mor-row night. League circles in Geneva consider that what ever are the merits of the reported French plan there is little chance of their acceptance at the moment, as the danger of new commitments is too great to allow of dispassionate discussion,
