WARNING BY EMPEROR DRY AUGUST EXPECTED LONDON, Aug. 4. Ihe limes Addis Ababa correspondent states that the official report from Professor Jeze, the Abyssinian legal adviser, has greatly increased the feeling of optimism, despite the fact that there is no mention of non-recourse to force until the September meeting of the Council. Early dry weather in August is expected in Tigre, permitting troops to move on the Eritrean frontier. The Emperor has therefore sent a message to over 60,000 Wallamo and Konta troops quartered in huts near Addis Ababa ordering them not to enter the capital but to consume festal bread and meat in the country instead of coming to the palace, because warlike display is undesirable while the League Is sitting.
