That the present unemployment relief organisation had suffered from being sei. up hastily to meet a temporary emergency, and that a permanent policy of relief would require to abandon the crudities of some of the present methods were opinions expressed by ' Mr. \\. K. E. {Stephenson in his address to the Science Congress. Greater attention should be given to increasing industrial mobility and to measures of dccasualisution, also to possibility of mitigating the effects of cyclical unemployment in future by means of the long-range planning of public works.
