The Maha rajas of Patiala and Bikaner and the Nawab of Bhopal have submitted to the Viceroy a personal long memorandum on the federation proposals in the new constitution plan, in which they emphasise the necessity for making changes in the India Bill as suggested at the recent Bombay meeting of princes of the States and Ministers.
