THE LESSER EVIL
BEEF SUBSIDY FOR BRITAIN LONDON, Jan. 20. The Observer, declaring that the beef subsidy is a temporary choice oi the lesser evil which will never form the foundation of a safe policy, ex presses the opinion that every effort should be made to escape the tangle oi quotas and subsidies when the Ottawa Agreement expires, enabling home protection and Imperial preference based on simple tariffs openly applicable tc both agriculture and industry.
