DIRECTOR’S FEES
MR. A. D. PARK'S POSITION. VALIDATION REQU IRED. WELLINGTON, June 29. The Public Service regulations appear to be in conflict with the immediate acceptance by Mr. A. D. Park, Secretary to the Treasury, of the honorarium of £5OO to which he is entitled as a member of the directorate of the Reserve Bank of New Zealand. Under the Reserve Bank of New Zealand Act the Secretary to the Treasury is ex-officio a member of the Bunk directorate without voting power, but provision has been made for him to participate in the £4OOO set aside for distribution as directors’ fees. It stipulated by the Public Service regulations that “whenever any officer is required in the course of his duty to perform any service for any per son or corporation the fact shall be reported to the permanent head (of the department) who shall decide what payment shall be made by such person or corporation. Such amount shall be collected by the officer and paid by him into the Public Account.” Unless statutory provision is made to override this regulation, the Secretary to the Treasury would be compelled to hand over his fee to the Consolidated Fund, but it is not anticipated that the Government would expect that officer to receive no payment fur these additional duties Accordingly it is believed that a validating clause, will be included in the Finance Bill giving Mr. Park power to retain the fee which has been prescribed for his services.
